what simplistic and juvenile thinking. Yeah, major state universities shouldn't engage in research projects or replacing outdated buildings. They need to create more entry level jobs dammit! More janitors! More unskilled workers!
How stupid.
The administration of the University takes its management model from a 1920's coal baron. If they keep it up, they're going to get faculty & staff organizing. They already are in other places like Oregon (http://www.dailyemerald.com/news/organizers-strive-to-unionize-university-1.628504).

In a few years, Uk will look like it was hit with a neutron bomb...lots of empty buildings. Through incompetence, the UK administration is running off many of its high quality faculty, and with them gone, it will be impossible to attract good young faculty. 2, 4, 6, 8, why would anyone think UK will ever be great? Top 20, top 40, top 60 even? Only in your dreams, or in the official UK ranking system.
